A Specialist in Wireless Systems Engineering

Recipient of the Professional Engineers & Geophysicists of British Columbia

prestigious R A McLachlan Award

for Engineering Excellence and Community Affairs Contributions

With over 35 years experience in the telecommunications industry, and co-founder of one of Canada’s largest telecommunications consulting firms (Teleconsult Limited, founded in 1972), Tony Gardiner is a recognized and respected leader in the telecommunications community.

He has worked extensively with engineers and corporate management teams in developing nations around the world in the development of national telecommunications infrastructures and the extension of backbone networks into rural areas where basic telephone service (POTS) has never existed. He has participated in developmental projects in over 35 countries and has worked with client organizations such as the World Bank, the Asian Development Bank and the Canadian International Development Agency (CIDA).

Internationally, Mr Gardiner has worked with various government departments and ministries completing technology assessments, conceptual plans, system designs, transfer of technology to professional staff, sector reform studies and economic analyses for major telecommunications projects.

In Canada Mr Gardiner has worked extensively with Canada’s government telecommunications agencies and industry including Industry Canada, the Canadian Radio-television and Telecommunications Commission (CRTC), Export Development Corporation (EDC), Telesat and Teleglobe to name a few. On behalf of clients he has appeared frequently in front of government commissions as expert witness in broadcasting and telecommunications issues and standards.

A specialist in wireless systems engineering, Mr Gardiner was responsible for developing Teleconsult’s expertise in the design of AM, FM, TV and cablevision systems, ranging from the design of a 50,000 watt, 7 tower array operating on 1040 kHz in Vancouver, BC through the design and preparation of regulatory briefs for cablevision systems for cities in the interior of British Columbia. He has also been lead project manager for a large number of conventional mobile, trunked mobile, cellular, microwave, optical fibre and satellite transmission systems for power, telephone and transportation utilities. In the early 1990's he became the firm’s lead specialist in Local Multipoint Distributions Systems (LMDS) providing broadband digital and bidirectional wireless local loops to residential and business subscribers.

During the late 1990's Mr Gardiner spent a significant amount of time preparing for the merger of Teleconsult’s engineering and professional staff with the Deloitte & Touche Consulting Group. On December 31, 1999 the merger was realized and Mr Gardiner continues to be involved in developing countries through multilateral financing institutions and aid agencies, and domestically in the broadcasting industry.

Throughout his career Mr Gardiner has presented a number of technical papers and chaired many sessions at Pacific Telecommunications Council conferences in Honolulu, Canadian Cable Television Association conferences and several Inter Comm® Global Congresses held in Vancouver, Canada.

In 2004 Mr Gardiner was the recipient of the Professional Engineers & Geophysicists of British Columbia’s prestigious R A McLachlan Award for engineering excellence and community affairs contributions.
