Grew up in Toronto, Ontario
Education / Employment History 1955 – Royal Military College – Diploma in Electrical Engineering 1959; retroactive Degree of BASc (Electrical Engineering) 1998.
1960 – University of Toronto – Graduated with BASc degree (Electrical Engineering)
1967 – US Naval Postgraduate School (Monterey, California) – Graduated with MSc degree (Engineering Electronics)
1971–1972 Canadian Forces Command & Staff College
1955-1993 – Royal Canadian Navy/Canadian Forces – postings to Esquimalt, BC, Halifax, NS and Ottawa. Combat Systems Engineering specialty
1993 - Retired with rank of Captain (Navy)
1993-2003 – Consultant with various firms in Ottawa
Amateur Radio History 1953 – first licensed as VE3DRV in Toronto and active continuously since then. 1961-1964 – VE7BGK in Esquimalt, BC 1972-1974 – VE1ANF in Halifax, NS. Provided phone patches for Alert to Halifax during this period. 1974-1978 – VE3CMV in Ottawa. 1978 – obtained two-letter call sign VE3IQ. Regained VE3DRV in 2001.
Sponsor for amateur radio stations on HMCS Saguenay (1961/2), HMCS Skeena (1963/4), and HMCS Iroquois (1972/4).
Avid builder in the early days, but now interest is ragchewing and DX. Started using PSK31 in 2010 as a first step into the digital modes.
Holder of DXCC with 337 of current 338 entities confirmed on phone (need only one more for Top of the Honor Roll). 321 of 338 on CW.
Member OVMRC, OARC, ARRL and RAC.
Very active with Radio Amateurs of Canada in an Executive capacity. Served as VP Government Affairs, VP Regulatory Affairs, and was amateur radio member of the Canadian delegation to WRC1997, 2003 and 2007 and now in support of Bryan Rawlings VE3QN for WRC2012.
Special Advisor to RAC President VE4BAW and special support for the RAC President for Canadian Amateur Radio Advisory Board meetings. 1993-1997 – Co-chair (with Industry Canada) of the Amateur Delegation Working Group.
Columnist of “Regulatory Roundup” in The Canadian Amateur magazine.
Member of QCWA and Chapter 70. Served as a Director (1993-1997) and President (1998-2000). Gave a presentation on “The Importance of WRC 2003” at the Chapter 70 February 2003 dinner meeting. Gave a presentation “Spectrum Challenges and Opportunities” on behalf of Ken Pulfer VE3PU at the QCWA 2004 International Convention. At the Chapter 70 November 2007 dinner meeting, gave a presentation on “WRC 2007”.
Received QCWA “60 Years Licensed” Golden Certificate and lapel pin in 2013. In 2010 stepped down from ten-year period as Custodian of the Chapter 70 club call sign VE3QCW, but remained as net controller for the QCWA Chapter 70 Weekly FM Net until just before his death.
Jim passed away at home on January 3, 2015 following a five year battle with colon cancer.
